How to guide sustainable urbanization with National Urban Policies

Description

National Urban Policies (NUP) have increasingly been adopted by countries in enhancing sustainable urban development and the achievement of the global agendas such as the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA). NUP was selected as one of the ten thematic policy units affirming the instrumental nature of the NUA in preparation of Habitat III. The NUA puts emphasis on NUP as one of the five pillars of implementation and encourages the need for capacity of the governments to develop and implement these policies. NUP have been proposed to be used as monitoring tools for the SDGs through indicator 11.a.1.

The course takes about 2 hours to complete.


The objective of this course is to understand:

  • The NUP process and how it is conducted in practice
  • How to conduct the NUP assessment/review

This course covers the methodology for slum upgrading developed through the PSUP. The modules present the international frameworks such as the SDGs and the NUA guiding slum upgrading and introduces the topic of slum upgrading linked to urban development challenges. Furthermore, the module provides information on the approach to slum upgrading integrating UN-Habitat's guiding principles for slum upgrading, the crosscutting issues (Gender, Human Rights and Climate Change) and the importance of a participatory approach for successful and sustainable slum upgrading.  Principles for participatory slum upgrading are overarching and relevant to all stakeholders at all levels: global, national, city and community level, to ensure effective participation and impactful and sustainable interventions.

This stakeholder mapping and analysis will ensure that stakeholders at all levels – national, city, and community - are well-represented and participate in the process of slum upgrading.

This module is the sixth (6) out of 12 modules describing the methodology for slum upgrading developed through the PSUP. The City-Wide Slum Upgrading Strategy (CWSUS) is central to the approach as it enables to define a vision for slum upgrading at city level, promoting the coordination of actions at city level, the participation and engagement of stakeholder and interventions which are incremental, targeted, city wide and concrete and implementable. The City-Wide Slum Upgrading Strategy methodology, which incorporates several of the topics introduced in the previous modules such as the stakeholder analysis, the data collection through the slum situation analysis and the review of the legal and regulatory frameworks aims at identifying priority areas of intervention and at designing area-based priority actions in the short, medium and long term.

City-Wide Slum Upgrading strategies (CWSUS) are relevant at city level as they provide a programmatic way of addressing the challenges of informal settlements focusing on the city scale. Furthermore, CWSUS inform strategies at national level and the interventions at neighbourhood level.

An effective and sustainable financing strategy is essential to ensure a programme can deliver at scale. As part of PSUP’s capacity-building agenda, the objective of this course is to introduce stakeholders to the process of developing a financing strategy and to show how it can help in effectively implementing a city-wide slum upgrading strategy. This is fundamental to the successful leveraging of national and international funds, in addition to community and private sector contributions.

This module is the eighth (8) out of 12 modules describing the methodology for slum upgrading developed through the PSUP. The module focusses on why community engagement is key to move from the definition of strategies at city level to area-based interventions at neighbourhood level. This module provides a methodology with the steps and standards for community sensitization, mobilization, organization and participation in slum upgrading in the framework of neighbourhood-based interventions.

Communities, as the primary beneficiaries, are amongst the most relevant stakeholders to engage across all phases for successful slum upgrading. Understanding how organised communities could contribute to the slum upgrading process is key.

Participatory Slum Upgrading — Module 10 - Transformative Projects

This module is the tenth (10) out of 12 modules describing the methodology for slum upgrading developed through the PSUP. The module describes the methodology for the implementation of the pilot interventions addressing the 5 slum deprivations. The pilot interventions are defined at neighbourhood level by the City-Wide Slum Upgrading Strategies, aligned to the neighbourhood plan and can be replicated in other areas.

Participatory Slum Upgrading — Module 11 - Community Managed Funds

This module is the eleventh (11) out of 12 modules describing the methodology for slum upgrading developed through the PSUP. The module focuses on the set up of Community Managed Funds for the involvement of the community in slum upgrading implementation as a mean to address the five slum deprivations but also to promote the local economy.

Community Managed Funds (CMF) provide communities with the opportunity to identify, design, implement and monitor projects to enhance the living conditions in their neighbourhood and to improve their livelihoods. Knowledge on how to set up CMF is hence key at community level.




Participatory Slum Upgrading — Module 12 - Upscaling Slum Upgrading

Duration:1 to 2 hours

This module is the twelfth (12) out of 12 modules describing the methodology for slum upgrading developed through the PSUP. The module explains how to upscale slum upgrading interventions through the enlargement of the areas of intervention -by replicating pilot interventions, the scope of action – by adding complementary dimensions to interventions, resources - by leveraging investments or increasing the cost-efficiency of interventions, synergies -by enhancing coordination and creating partnerships.

Upscaling slum upgrading means to move from one-off, isolated projects to a sustainable programme that improves all slums in a coordinated and incremental manner.
This can only be achieved is efforts at global, national, city and community level are aligned.

Participatory Slum Upgrading — Module 13 : Results Based Management

Description

This thematic module developed in the framework of the PSUP describes the tools for the management, monitoring and evaluation of slum upgrading programmes and activities. The module introduces what Results Based Management (RBM) is, presents the theory of change concept, and develops on the tools of the Logical Framework Analysis (LFA) and the Performance Monitoring Framework (PMF).

Participatory Slum Upgrading — Module 14 : Private Sector Engagement

Description

This module focuses on the importance of private sector engagement as a sustainable strategy for the implementation of slum upgrading solutions. The key topics covered include what private sector partnerships can bring to participatory slum upgrading, why these partnerships are important, common approaches to private sector engagement and critical factors that lead to a successful engagement.

This module is the third (3) out of 12 modules describing the methodology for slum upgrading developed through the PSUP. This module focuses on the importance of profiling, data collection and defining indicators to set baselines, monitor implementation and for data-based decision making. Furthermore, the module provides the tools and methodology to conduct national and city profiles and the slum situation analysis at city level.

The collection of data is key at national level, for data-based decision making, at city level, to inform key areas of intervention, and community level, to ensure that interventions are aligned with the priorities and respond to the situation on the ground.
